Despite extensive emphasis on the model of religious democracy within the governance system of the Islamic Republic, the economic sphere still lacks a precise and operational definition of a “people‑centered economy.” This conceptual ambiguity has posed challenges for evaluating and implementing policies aimed at the popularization of the economy. The objective of this study is to clarify this concept and derive a comprehensive definition based on the thought of the two leaders of the Islamic Revolution—Imam Khomeini (RA) and Martyr Ayatollah Khamenei (RA)—as the theoretical foundation of the intellectual framework of the Islamic Revolution. This research adopts a qualitative approach and employs the Grounded Theory method. Data were collected through a systematic examination of the statements and speeches of Imam Khomeini (RA) and Martyr Ayatollah Khamenei (RA), and were analyzed through the three stages of open, axial, and selective coding. The analysis led to the identification of 12 concepts and four main categories: dimensions of participation, characteristics of the enabling environment, preconditions for participation, and forms of economic involvement. Based on the systematic relationships among these categories, the definition of a people‑centered economy was derived as follows: A conscious, skilled, and responsible participation of all members of society—accompanied by equitable access to resources and information—in all economic domains in which they possess the capability and motivation to engage, including ownership, management, capital participation, and economic agency. The findings indicate that a people‑centered economy is a multidimensional concept that extends beyond the mere transfer of ownership or nominal participation of the private sector. The proposed definition can serve as a precise analytical foundation for policymakers to evaluate and refine existing policies aimed at the popularization of the economy.
