چکیده

اقتصاد ایران، تحت تأثیر چالش‌های ساختاری و نهادی، با بحران‌هایی مواجه شده که ضرورت گذار به اقتصاد مردم‌بنیاد را بیش از پیش نمایان ساخته است. این موضوع در بسیاری از کشورها نیز مورد توجه قرار گرفته است. هدف این پژوهش، شناسایی استراتژی‌های تحقق مردمی‌سازی اقتصاد و تحلیل تعاملات پیچیده میان اجزای آن در چارچوبی ساختاریافته و نظام‌مند است. بدین منظور، ابتدا با استفاده از روش گستره‌پژوهشی، راهکارهای کلیدی از ادبیات موجود استخراج و سپس با بهره‌گیری از روش مدل‌سازی ساختاری تفسیری، روابط میان این راهکارها مدل‌سازی و سطوح نفوذ و وابستگی آن‌ها مشخص شد. این چارچوب به سیاست‌گذاران امکان می‌دهد تا با اولویت‌بندی راهکارها و تخصیص بهینه منابع به عوامل تأثیرگذار، کارایی را به حداکثر برسانند. یافته‌ها نشان می‌دهد که توسعه زیرساخت‌های دیجیتال، فراهم‌سازی بستر قانونی برای مشارکت مردم، و بهره‌گیری از انواع تأمین مالی جمعی از مهم‌ترین عوامل تأثیرگذار بر تحقق خط‌مشی کلان مردمی‌سازی اقتصاد هستند. تمرکز سیاست‌گذاران بر این راهبردها می‌تواند به‌صورت غیرمستقیم تحقق سایر عوامل را تسهیل کرده و بهره‌وری منابع موجود را در راستای این هدف کلان ارتقا دهد.

A strategic model for advancing a people-based economy: translating macro policy into practice through structural modeling of key drivers

This study develops a hierarchical strategic model for advancing a people-centered economy in Iran and for translating the macro-policy of economic democratization into actionable policy directions. To achieve this objective, the research employed a two-stage design. First, a scoping review was conducted to identify the major strategies discussed in the domestic and international literature. Second, Interpretive Structural Modeling, complemented by Mutual Influence Matrix by Cross-impact Analysis, was used to examine the interrelationships, driving power, and dependency patterns among the identified strategies. The findings indicate that the strategies are organized in a seven-level hierarchy. Among them, digital infrastructure development, the establishment of legal and institutional platforms for public participation, and the expansion of crowdfunding mechanisms constitute the most influential foundational drivers. These drivers facilitate the realization of other strategies, including participatory budgeting, skill-oriented training, support for local production, and broader citizen engagement in economic processes. The study contributes to public policy and public administration literature by offering an operational and context-sensitive framework for prioritizing policy interventions aimed at economic democratization in Iran. From a practical perspective, the proposed model can assist policymakers and public managers in allocating resources more effectively and in designing more coherent participation-oriented economic policies. Nevertheless, the findings should be interpreted in light of the study’s context-specific focus on Iran and the limited availability of comprehensive empirical data.
