Despite its foundational position in public law, the right of popular sovereignty has predominantly been analyzed within the framework of political and electoral mechanisms, receiving comparatively less attention in the domain of money and monetary policy. This is notwithstanding the fact that decisions concerning money creation, liquidity volume, and the preservation of the national currency's value have direct and enduring implications for justice, welfare, and the economic security of citizens. In this regard, the present study aims to elucidate the representative role of the central bank as the institution through which the economic sovereignty of the people is exercised in the monetary sphere, employing a descriptive-analytical approach grounded in library research. The findings indicate that the central bank is not merely a technical or economic institution; rather, within the framework of the representative system, it functions as one of the institutions exercising the economic sovereignty of the people. In this context, central bank independence should not be interpreted as a rupture from popular sovereignty, but rather as a legal mechanism designed to more effectively realize the public interest, conditional upon the existence of accountability and transparency mechanisms. Public law, through legislation that defines the objectives of monetary policy, institutional oversight, and the regulation of the scope of central bank independence and accountability, can safeguard the right of popular sovereignty in the monetary domain. Thus, the redefinition of the central bank's position in light of the representative system and the requirements of public law enables a more concrete realization of the right of popular sovereignty in the monetary sphere.
