Current monetary systems face serious disruptions in the functions of money. The unbalanced dominance of one of the functions, especially the store of value or medium of exchange, the lack of Sharia limits for the flow of money, and the incompatibility of the monetary sector with the real sector of the economy, are among the most important consequences of this situation. A coherent picture has not been presented in Islamic literature either. The present article presents a model for regulating the functions of money with an ijtihad approach. In this framework, the functions of money, including the mediation of exchange, measurement of value, and store of value as the purposes of the validity of money, are analyzed and it is shown that these functions have a logical interrelationship and that establishing a balance between them is possible only in light of the centrality of the function of storing cash value and by observing the legitimate limits of each function. Also, the secondary functions of money, such as the commodity, real, and institutional functions of money, should be regulated based on Islamic principles, and if necessary, appropriate functional substitutes should be used in accordance with their principles. Based on these principles, the proposed model is structured in a three-layer structure: the first layer is dedicated to organizing the main functions of money, the second layer is dedicated to regulating the commodity, real, and institutional functions of money in line with the goals of the Islamic economic system, and the third layer is dedicated to utilizing functional substitutes of money to compensate for supply constraints and prevent the spread of sectoral disorders. The results of the research show that by regulating the functions of money in an integrated manner can be provided for achieving the desired state of money in Islamic economy.
