This study aims to examine the effect of the smart economy on urban livability and to explain the moderating role of Islamic teachings in this relationship, conducted in the city of Qom. The theoretical basis of the study rests on the premise that economic capacities derived from technology, innovation, and data-driven development lead to improved quality of life for citizens only when they are employed within a normative and value-based context—a context that, within the Iranian-Islamic setting, is partly constituted by Islamic teachings and principles of Imami jurisprudence such as justice, the prohibition of harm (la-zarar), and the observance of public rights. This research is applied in terms of purpose and descriptive-analytical in nature, employing a quantitative approach and Partial Least Squares Structural Equation Modeling (PLS-SEM). Data were collected through a questionnaire using multi-stage sampling among the citizens of Qom, and ultimately 350 questionnaires qualified for analysis. The findings showed that the smart economy has a positive and significant effect on urban livability (β = 0.833), whereas the direct effect of Islamic teachings on livability was limited (β = 0.046). The study's most important finding was the confirmation of a significant interaction effect between the smart economy and Islamic teachings (β = 0.190; f² = 0.26), such that as the level of institutionalization of value-based principles increased, the relationship between the smart economy and livability was strengthened. The research model was able to explain 0.755 of the variance in urban livability. The findings support a "value-oriented smartification" model and indicate that urban policymaking in Qom should link economic efficiency with social and normative desirability, so that the capacities of the smart economy can lead more equitably to improved urban livability.
