The petrochemical industry, as one of Iran's strategic economic advantages, plays a fundamental role in achieving the goals of the resistance economy. This study, in response to the question "What is the key challenge of Iran's petrochemical industry in completing the value chain and increasing productivity?", adopts a qualitative approach using Grounded Theory to analyze the structural challenges of this sector. Research data were collected through in-depth interviews with experts from the Persian Gulf Holding and, after axial and selective coding, the hypothesis "lack of standardized productivity as the key challenge of the petrochemical industry" is proposed. The findings indicate that developing the value chain through updating process technologies and reducing dependence on crude sales can enhance operational efficiency and facilitate the implementation of resistance economy policies. Furthermore, the study emphasizes the necessity of investment in knowledge and advanced technologies and provides strategies for the sustainable development of the petrochemical industry under both sanction and non-sanction conditions.
